Commissioner for women affairs with some inmates. 
Eighteen mentally challenged persons out of the sixty -seven inmates of the Home for 
Mentally Challenged Nteje, in Oyi local Government Area, have recovered and been discharged.

The fully recovered mentally challenged persons who were eleven females and seven males were mostly non indigenes of the state, including some from Rivers, Ebonyi, Abia and Kogi states, among others.
Addressing them, the Wife of the Anambra State Governor, Chief Mrs Ebelechukwu Obiano, represented by the State Commissioner for Social Welfare, Children and Women Affairs, Dr. Victoria Chikwelu, thanked God for restoring their senses, praying they would continue to be mentally sound.
Chief Mrs Obiano, while advising them to endeavour to take their medications as prescribed, and to abstain from acts capable of taking them back to their previous condition, urged their families to always take good care of them and not to allow them stress up themselves to ensure total stabilization, and assured that she would continue to maintain a close watch on them.
Explaining the efforts of the State's Ministry of Social Welfare, Children and Women Affairs and the CAFE, towards making streets of the state mad people free, the Governor's Wife disclosed that forty-eight persons had earlier recovered and have been discharged, expressing hope that more successes would be recorded.
Chief Mrs Obiano, while describing the gesture as part of the efforts of her Caring Family Enhancement Initiative, CAFE, to putting smiles on people's face, used the opportunity to call on lovers of the Obiano government and well to do citizens to support the movement with their resources for greater achievement.
In their separate remarks, some of the beneficiaries of the free treatment, Emmanuella Ugulu, from Ebonyi, Ogechi Onyeanwuna, from Abia, Mrs Peace Udor, from Cross River, Messrs Ikechukwu Chukwuemeka, from Anambra East, Ifeanyichukwu Ugha-Elumba, from Ihiala, and Oyibo Esibone, from Delta, thanked God and the Governor's Wife for saving them from the ugly situation, and prayed God to bless and keep Chief Mrs Obiano and others that contributed to their well being, even as they promised to keep to instructions given them.
